Instead of the Moses model centered on one senior pastor, each Hilkiah church is led by a qualified team that expresses the apostolic, prophetic, evangelistic, pastoral, and teaching ministries of Ephesians 4.

Leaders equip the saints for ministry.
The fivefold team is not a rank system. Each function contributes a needed perspective, and together the team guards doctrine, cares for people, reaches the lost, develops leaders, and keeps the church moving in its mission.
Prophetic
Calls the team to prayerful discernment, tests direction by Scripture, helps believers hear and obey God, and trains the church to exercise prophecy responsibly.
Evangelistic
Keeps the church outward-facing, equips believers to explain the gospel, leads outreach, answers honest objections, and develops other evangelists.
Pastoral
Shepherds people through care, counseling, discipleship, discipline, and community life while forming additional pastors, elders, and deacons.
Teaching
Leads the church through the whole counsel of God, trains believers to handle Scripture faithfully, and raises other capable Bible teachers.
What “apostolic” means here
A ministry function—not new Scripture.
We do not claim that present-day leaders equal the Twelve, carry infallible authority, or add revelation to the Bible. Scripture is complete and final.
“Apostolic” describes pioneering, sending, church-strengthening work. Likewise, prophetic ministry must be weighed, tested, and submitted to the written Word. No title shields anyone from correction.
How the team governs
Shared responsibility with clear accountability.
Fivefold leadership is more than placing five titles on an organizational chart. It changes how a church discerns, decides, protects people, and reproduces.
Collective discernment
Major questions of doctrine, direction, discipline, staffing, affiliation, and church planting are handled through prayerful team deliberation.
Defined responsibility
Each leader has a primary sphere of stewardship, measurable expectations, and authority appropriate to that calling—without operating alone.
Elders and deacons
The fivefold team serves within the New Testament life of the local church, alongside qualified elders and deacons who help shepherd and serve.
Financial integrity
Budgets, compensation, property, and major expenditures require documented review and transparent controls. No individual has unchecked financial power.
Safeguarding and discipline
Written standards protect children, vulnerable people, staff, and congregants, with due process and meaningful review when allegations arise.
Reproduction
Every leader identifies, disciples, and releases others in the same area of calling so the church can send a healthy fivefold team.
Leadership becomes mission
The team is formed to be sent.
The same fivefold structure that leads a local church also shapes how new churches are prepared, launched, and supported.
